At VR, we are responsible for operating trains and providing customer service and information on board our trains and via our other channels as well as our fleet and personnel. We are also responsible for ticket sales and pricing for long-distance trains and our own commuter traffic.

The Ministry of Transport and Communications (LVM) is responsible for drafting legislation concerning railway and bus services, for example. The Ministry of Transport and Communications is the competent authority for the procurement of rail traffic (contract traffic) throughout Finland, excluding the Helsinki Region Transport (HSL) area. The Ministry administers the Finnish Transport Infrastructure Agency and the Finnish Transport and Communications Agency Traficom. The Ministry is also responsible for the ownership steering of Fintraffic Oy.

The Agency is the permit, registration and supervisory authority for traffic responsible for permit matters related to both passenger and freight traffic.

The Finnish Transport Infrastructure Agency manages the state’s transport infrastructure, such as the railway network in Finland. It is responsible for the maintenance and development of the railway network in the role of a client organisation. The agency is also responsible for platform areas and their information boards.

Fintraffic Railway Ltd is responsible for controlling and managing railway traffic. It is also responsible for the passenger information, such as announcements and platform displays, provided at stations. Fintraffic Railway Ltd is a subsidiary of Fintraffic Oy. The special assignment group is fully owned by the Finnish state.

Helsinki Region Transport (HSL) is a joint municipal authority that arranges public transport in its area. HSL procures commuter train transport services in the HSL area through competitive tendering. VR, which now operates HSL's train traffic under a 10-year agreement that entered into force in 2021, won the first competitive tendering for HSL train traffic. HSL is responsible for planning train traffic routes, number of services and stopping patterns, as well as ticket sales, pricing and ticket inspections in its area.

The Ownership Steering Department of the Prime Minister’s Office is responsible for VR Group's ownership steering. It is also responsible for preparing the general guidelines for ownership steering and implementing the decisions, as well as coordinating the reporting of the companies, the election of boards of directors and cooperation between ministries. Ownership policy is implemented in accordance with the government programme. VR Group's shares are fully owned by the State of Finland.
